As Prime Minister of Australia, she may well have the authority to commit Australia to foreign policy but she certainly does not have the authority to impose her will on neighbouring countries that have their own sovereign governments.

The only place that she can establish a regional asylum seeker processing centre in right here in Australia.

To make her regional processing centre functional, it will be necessary to transfer ALL of the asylum seekers in the region (i.e. Indonesia, Malaysia, etc.) to the new facility.  As countries such as Indonesia are not signatories to the  United Nations High Commission for Refugees (UNHCR), the refugees would still migrate towards Indonesia with the opportunity of beating the system and coming on down to Australia in their boats.

It would have to be operated under the control of the UNHCR and that would take the control away from the Australian Government.  We could well finish up with more refugees coming to Australia under UNHCR direction.  New Zeaaland will certainly protest such a move with their annual limit of 800 refugees.  The New Zealand Refugee Council has already gone public advising their government to steer clear of the proposal.
